Region 2 – National Capitol Professional Support Services

Functional Area 3.1; R&D Support

BAE Systems provides Navy Open Architecture (OA) program management and systems engineering to NSWCDD T-30 under CLIN 001 contract 03-D-3074.0005/0006. Operational requirements, Navy OA functional architecture (OAFA) definitions, command and control models, model use case development, and interface standards development are provided.

Functional Area 3.2; Engineering Support

BAE Systems' N00178-97-D-1015 omnibus engineering services vehicle delivered comprehensive systems engineering expertise to NSWCDD B, F, G, J, K, L, N, and T Departments on 104 orders, utilizing 22 different subcontractors. BAE Systems won the follow-on 01-D-1050 contract that continues this work today. Principal Engineer John Baran leads teams working missiles, launchers, guns, and munitions through every step of the acquisition and engineering processes and has authored numerous design documents and specifications

Functional Area 3.3; Modeling

BAE Systems created the BCAPT tool used in evaluating the POM 06 capability risks and the associated TACSITS Mission Capability threads. This new acquisition process of evaluating the Mission Capability Package (MCP) risk is being used by the five System Commands for developing JOINT visibility POM issues into Tactical Situations that require technical, programmatic, or cost mitigation to achieve the desired capability.

Functional Area 3.4; Prototyping

BAE Systems' DOs 72 and 103 provided design, prototype development, manufacturing QA, and testing of various 5" munitions including ERGM and 5" Cargo Round. Continuing today under 01-D-1050 DO 43, Darell Hall coordinates prototype and test assembly design and development activities aboard NSWCDD and at manufacturing and test sites nationwide. Also, on 01-D-1050 DO 22 ($2.4M), BAE's certified Master Machinist Jonathan Henley provided prototype machining and assembly on-site in the NSWCDD machine shop.

Functional Area 3.5; System Des. Doc/Tech Data

SA-TECH provided system documentation and technical data support for Spanish F100 AEGIS class ships. Ensuring that correct documentation to support applicable GFE equipment and ships combat and weapon systems were available to ship crews and supporting land bases, via hard bound documentation (paper) or electronic media.

Functional Area 3.6; Software

BAE Systems has been an integral member in the development of all of the TOMAHAWK Weapons Control Systems both deployed and in development today (TWCS, ATWCS, and TTWCS) for both U.S. Navy and Foreign Military Sales (FMS). Key areas of continuous support from 1976 to the present include all phases of software engineering (analysis, design, code, test, and integration) and test engineering (including analysis and development of test facilities as well as test products and conduct). The software development processes (jointly used by NSWCDD and BAE Systems) have been approved at SEI CMM Level 3.

Functional Area 3.7; RM&A

BAE Systems provides RM&A studies and monitoring to several USMC programs including Infantry Weapons Systems, M1A1 tanks and Amphibious Assault Vehicles (AAVs), fire support and anti-armor systems, ammunition management, Anti-Terrorism and Force Protection systems, Raids and Amphibious Reconnaissance Systems, and non-lethal weapons and technologies. Analyses are delivered that result in cost-saving and performance-improving ECPs. Paul Gregory currently leads BAE Systems' team of analysts, providing technical oversight and mentoring for the creation of the analyses that improve the warfighter's equipment.

Functional Area 3.8; HF Engineering Support

BAE Systems utilizes its expertise in Human Factors Engineering to participate in ONR-sponsored projects such as the Manning Affordability Initiative and performance studies on advanced displays and automation. BAE Systems has also provided HF studies and recommendations on the AEGIS Combat System as well as CVN77 Carrier consoles. John Winters (MS/HFE) is a respected HFE expert with many articles and publications to his credit, including an award-winning paper showing that Navy tactical operators may perform worse on some tasks if provided with 3D displays.

Functional Area 3.9; System Safety

BAE Systems has provided complete hardware, software, and weapons system safety expertise to NSWCDD/G71 under 01-D-1050 DOs 23 and 41. From design through operations, safety requirements and analyses are developed using complex tools such as Fault-tree Analysis for safety reviews, SSSTRPs, and WSESRB panels for programs including SSDS, RAM, NSSMS, ESSM, and BFTT.

Functional Area 3.10; CM Support

SA-TECH performed configuration management Support in support PEO TSC F32 via government CDMD-OA database in support of Spanish F100 AEGIS class ships. SA-TECH ensured that the appropriate equipment configurations were maintained as applicable to each specific ship's baseline and in accordance with installation time frames and milestones. SA-TECH also tracked ECP's, Ordalt's, SHIPALT's, and FC's as they related to specific equipment, system and documentation baselines.

Functional Area 3.11; QA Support

Under N00178-01-D-1050 DOs 1, 3, 12, 14, 21, 34, 36, 39, 52, 55, BAE Systems analysts review and update technical documentation, engineering drawings, production processes, and manufactured parts and assemblies in Dahlgren and at manufacturing/testing facilities nationwide. Gregory Harrell is an ASQ-certified Quality Auditor who has led audit teams in identifying and resolving critical quality issues for complex missile and guided munitions assemblies.

Functional Area 3.12; IS/ IA/ IT

L3 has developed a comprehensive, integrates suite of management information system to help control and monitor the DDG 51 Class Shipbuilding Program. These systems collect, process, store, report, and exchange quality assurance, test, trial, and post shakedown availability data in real time. L3 has introduced several innovative approaches to shipbuilding, including the design, development, and deployment of Palm operating system-based applications. TMA developed, hosts and administers the Construction and Availability Management System (CAMS), Technical Support Management (TSM), and Electronic Trail Card (ETC), as well as other systems used to support all aspects of ship construction. L3 is supporting PMS400D's and the SUPSHIP's DISTCAP certifications and the NMCI transition efforts, drafting SSAA's and ATO letters, conducting LADRA testing, and supporting interface with the NAVSEA CIO office to clarify guidelines and procedures. Additionally L3 is implementing a software configuration management process for PMS400D. L3 provides on-site server maintenance at SUPSHIP Bath and SUPSHIP Gulf Coast , including administering Oracle databases and web servers operating on the Navy legacy networks.

Functional Area 3.14; Interoperability/T&E/Trials

BAE Systems provides Distributed Engineering Plant (DEP) and Joint Distributed Engineering Plant (JDEP) program management and systems engineering to NSWCDD T-30 under T-Department Omnibus contract 99-D-3034/0112 and 0124. We assess, demonstrate, and facilitate Battle Management, Command, Control, Communications, Computers, and Intelligence (BMC4I) system interoperability in support of the Battle Force Interoperability (BFI) program. We provide, operate, and maintain the DEP configuration. We provide engineering and technical support for computer program development, modification, data management, and electronic documentation

Functional Area 3.15; Measure Facilities / Ranges

Under N00178-01-D-1050 DOs 22 and 53, BAE Systems has performed extensive services for the NSWCDD main and auxiliary ranges, including test arena design and setup, shell house operations and ammunition loading, site remediation, and test data analysis. Ronald Minskey has developed Safety Office-compliant procedures in leading BAE's NSWCDD-certified Ordnance Team Leaders and Handlers in heavy equipment operations and energetic materials handling for all range activities and tests.

Functional Area 3.16; Acquisition Logistics

L-3 provides the full range of logistics support documentation required for an ACAT I Program from inception through design and construction. L-3 supports PMS 317L1 development, review, and approval of all Acquisition Category I Integrated Logistics Support (ILS) requirements. L-3 prepares and submits technical analyses of new support and sustainment philosophies including Life Cycle Engineering & Supportability and alternative support and maintenance strategies

Functional Area 3.17; Supply & Provisioning

SA-TECH was responsible for Supply and Provisioning Support ensuring that correct documentation was available to deliver to each Spanish F100 AEGIS class ship. This effort was performed in accordance with MIL-Spec and via navy inventory control points. Procured documentation (Secret, Classified or Unclassified) was then stored in our 16,000 Sq. Ft. warehouse where it was received, cataloged, assembled, warehoused and shipped. This process was so efficient and cost effective that our inventory accuracy rate was maintained above 99% through the life of the contract.

Functional Area 3.18; Training

L3 provides provide quality engineering services to the Production Manager in quality program planning, implementation, and assessment, including reviewing test procedures, test plans, ECPs, ICPs, LIs, SCNs, waiver requests and deviation requests for QA impact and reviewing BIW's and NGSS Ingalls QA Plans, QA Procedures, and Statistical Process Control (SPC) Plans/Reports to assess compliance. L3 consolidates quality data from shipbuilder and SUPSHIP QA departments and analyzes QDRs/CARs to identify adverse trends in construction and shipbuilder responsiveness. L3 also conducts a semi-annual quality management planning conference attended by SUPSHIP Bath and SUPSHIP Gulf Coast QA Officers, SEA 04XQ, and PMS 400D3 personnel.

Functional Area 3.19; In-Service Engineering

BAE Systems provides launching system hardware and firmware expertise to NSWCDD/G21 under QES contract N00178-01-D-1050, DOs 01, 21, 39, and 55. Engineering analyses are performed to ensure long-term operation, maintenance support, new missile integration, and technological upgrades for the Navy's MK 41 VLS. BAE Systems lead VLS Engineer, Christopher Laux, is a Navy-recognized authority with over 7 years of direct experience.

Functional Area 3.20; Program Support

SA-TECH provides program support to NSWC, Carderock via contract N00167-03-F-0138, Security Services. This effort entails performing duties associated with Supervisory Verifying Official (SVO) guidelines as outlined by the Carderock Security Manager. In this capacity SA-TECH performs Management tasks associated with the audit trail of all CAC card issuance and use. Additionally program support will be provided to the government through the tracking of all contract requirements in order to ensure an on time delivery to the government. SA-TECH is also responsible for generating and printing DD Form 1172 and DD Form 1172-2.

Functional Area 3.21; Administrative Support

SA-TECH performs visitor control and administrative functions at NSWC Carderock to include: (a) Greeting of all visitors who enter the visitor center; (b) Verify clearances and contact appropriate NSWC, Carderock personnel or arrival; (c) Sign in approved foreign visitors; (d) Issue passes as used at the Carderock Division, NSWC for entry; (e) Answer telephones and taking of messages as required; (f) we are responsible for the operation of reproduction machines in order to reproduce unclassified documentation; (g) and finally maintain all visitor and security logs as required.
